New Regulation imposing Ban on Certain Cosmetic Ingredients

The Consumer Protection Authority has announced a significant regulatory change impacting the cosmetics and personal care industry. According to Decision No. 579/2024, a ban has been placed on the circulation of products containing Methyl N-Methylanthranilate (MNM) above specified limits, marking a crucial step in enhancing consumer safety.

Restrictions on Methyl N-Methylanthranilate (MNM) Content:

    • Sun Protection Products: The use of MNM is completely prohibited.
    • Non-Rinsable Cosmetics and Personal Care Products: A maximum allowable concentration of 0.1% MNM is permitted.
    • Rinsable Cosmetics and Personal Care Products: The allowable concentration is set at 0.2% MNM.

Penalties for Non-Compliance:

    • Violators of this decision will face an administrative fine of up to 1,000 Omani riyals.
    • Repeat offenders will incur doubled fines.
    • Continued violations will attract daily administrative fines of up to 50 Omani riyals, not exceeding a total of 2,000 Omani riyals.

The decision is based on the Consumer Protection Law (Royal Decree No. 66/2014) and its executive regulations (Decision No. 77/2017), reflecting a commitment to public interest and consumer safety. It is published in the official Gazette effective from July 29, 2024.
