In a move to increase greater participation in sports and cultural activities, the Ministry of Labor issued Ministerial Decision No. 718/2024 in December 2024. This decision amends the Executive Regulations of the Civil Service Law, particularly Article 108, to provide clearer guidelines on leave entitlements for employees representing Oman in national and international events.
This significant amendment allows employees chosen to represent Oman in sports and cultural activities or to participate in official celebrations to be granted special leave with full pay. The duration of the leave is determined based on necessity, including preparation and travel time. However, the new regulation establishes specific limits and guidelines to ensure fairness and consistency.
Under the revised Article 108, e.g. coaches, referees, administrators, and technicians are eligible for leave when participating in internal and external championships, national team training camps, and relevant training courses. For example, leave for a training camp is capped at 30 days per camp and 90 days annually, while training courses in coaching, refereeing, and administration can last up to 75 days per course. Players representing national teams are eligible for up to one year of renewable leave, while those representing clubs can take leave for one sports season.
In addition, employees participating in His Majesty the Sultan’s Cup or general league matches can avail themselves of leave if the match requires travel beyond 150 kilometres from their club’s headquarters. This leave is limited to two days per match, aligning with official match schedules.
To ensure balanced representation, the regulation limits the number of administrators allowed to accompany teams or participate in training activities to two per unit. Furthermore, for extended leave, such as a renewable one-year term for players or a sports season for club representatives, the Ministry of Culture, Sports, and Youth must submit a formal request to the employee’s workplace, specifying the required duration.
This decision reflects Oman’s commitment to supporting its representatives on national and global stages while maintaining a structured approach to managing workforce responsibilities.
